El 10 de diciembre de 1948, después de los horrores de la Segunda Guerra Mundial, la Asamblea de Naciones Unidas emitió la Declaración Universal de los Derechos Humanos, lo cual significó un avance para la humanidad en orden a la construcción de una sociedad libre de discriminaciones, justa y digna. Este acontecimiento fue un paso trascendental en la toma de conciencia de la dignidad de la persona humana sin importar raza, cultura, lengua nacionalidad, credo religioso, género o condición social. Estos derechos son la materialización del deseo de un mundo más justo, equitativo y solidario, constituyéndose en el criterio fundamental de la ética social. Ha habido avances en la igualdad de género, que afecta a los derechos humanos no solo de las mujeres sino también de las personas discriminadas por su condición sexual. Hay un rechazo generalizado a la pena de muerte, siendo cada vez menos los países que la aplican y se ha generado una condena unánime a la tortura. Crece la conciencia sobre los derechos económicos, sociales, culturales y ambientales.

Sin embargo, después de 70 años de aquella Declaración, constatamos que los derechos humanos siguen violándose. Los ideales que la motivaron están siendo olvidados.  El mundo vive sumergido en una profunda crisis de valores, una crisis humanitaria, ética y espiritual. Un movimiento fundamentalista, extremista e inhumano va invadiendo el planeta. Trump en Estados Unidos, Orban en Hungría, Salvini en Italia, Duda en Polonia, Kurz en Austria, Netanyahu en Israel, Hernández en Honduras, Bolsonaro en Brasil, y el auge de la extrema derecha en Francia, Alemania,  España… son un indicador de la crisis de derechos humanos que golpea a la humanidad. A todos ellos les caracteriza un discurso de odio, incitación a la violencia étnica, racismo,  xenofobia,  aporofobia y un desinterés frente al cambio climático.

A esta realidad se suma el fundamentalismo religioso de los movimientos  neopentecostales, sobre todo en América Latina, y el salafismo, apoyado por Arabia Saudí, que actúa a través de Al Qaeda, Estado Islámico, Boko Haram y Al Sabah, imponiendo una versión rigorista del islam y cometiendo crímenes y atentados terroristas en países árabes e incluso en Europa.  

Resalta, asimismo, la oleada de inmigrantes africanos que huyen del hambre y de la violencia en sus países de origen. Tratan de llegar a Europa con la esperanza de encontrar una vida digna y en paz. Los que no mueren ahogados en el Mediterráneo (que son 33.816 en los últimos años),  llegan a nuestras costas exhaustos y chocan con el rechazo europeo. En la población española se siente una creciente hostilidad hacia los inmigrantes, lo cual es un indicador de la degradación del espíritu humanista y solidario que nos ha caracterizado. Y esto es sumamente preocupante, porque los valores humanos deberían primar sobre el “bienestar”  socioeconómico. Una sociedad sin valores no tiene futuro. 

Los artículos 13 y 14 de la Declaración Universal de Derechos Humanos están siendo flagrantemente violados por Europa y Estados Unidos. Estos países, que son los más ricos del mundo, cierran sus puertas a los inmigrantes y refugiados que tratan de buscar un lugar seguro donde vivir. Este comportamiento de los países ricos del norte global responde a una tendencia de proteger su status de vida económico y social. Un egoísmo colectivo.

Desde el 16 de octubre avanza la caravana de inmigrantes centroamericanos rumbo a Estados Unidos. Más 10.000 personas, hombres, mujeres y niños, huyen del hambre y  la violencia. Buscan en este país un lugar donde trabajar y vivir dignamente.  Pero Trump les cierra las puertas, enviando más de 10.000 militares para impedir que crucen el muro. Contrasta esta política con la solidaridad de la gente humilde y sencilla de Guatemala y México, que salió al encuentro de la caravana ofreciéndoles agua, comida y, sobre todo, acogida fraterna. Comunidades cristianas y organizaciones de derechos humanos, no solo los acogieron sino que los acompañan en su largo caminar. Pero también de organizaciones norteamericanas que se han desplazado a la frontera para recibirlos.

El clima de extrema pobreza, consecuencia de la injusticia del sistema capitalista imperante en estos países es la razón fundamental por la que los centroamericanos abandonan sus países de origen en dirección al norte. La caravana salió de San Pedro Sula, Honduras, considerada como una de las ciudades más peligrosas del mundo. En Honduras, un país de 9 millones de habitantes, el año 2017 fueron asesinadas un total de 3.792 personas. La delincuencia y la represión policial tienen atemorizada a la población. Asimismo,  Guatemala vive una situación crónica de  hambre y violencia. Líderes de organizaciones campesinas que resisten a la política extractiva de las multinacionales, son asesinados.

A nivel global es cada vez más profunda la brecha entre países enriquecidos y países empobrecidos. El sistema económico de libre mercado está arrinconando en la miseria al 85% de la población mundial y matando de hambre a los pobres de la tierra. La desigualdad crece progresivamente. Esta es la causa estructural del fenómeno migratorio

La conmemoración de la Declaración Universal de los Derechos Humanos nos reta a soñar que es posible cambiar de rumbo,  para que las estructuras socioeconómicas y políticas cambien y aseguren la paz que nace de la justicia y una vida digna para todo hombre y mujer, sin necesidad de emigrar. Urge una revolución de la conciencia de los ciudadanos del norte global, para que se logre una nueva humanidad.
