Los       jefes       de       Estado       y       de       Gobierno       de       la       Comunidad       de       
Estados        Latino        Americanos        y        Caribeños        (CELAC),        la        Unión        Europea        (UE),        y        los       
presidentes        del        Consejo        Europeo        y        de        la        Comisión        Europea,        han        acordado        en       
Santiago        de        Chile,        los        días        26        y        27        de        enero        de        2013,        renovar        y        profundizar        su     
asociación        estratégica,        bajo        el        lema:        "Alianza        para        el        desarrollo:        promoviendo       
inversiones       de       calidad       social       y       ambiental”.              
       
Las        redes        de        la        sociedad        civil        europeas        y        latinoamericanas,        Alop,        Aprodev,        Cifca,       
Grupo        Sur        y        Oidhaco,        así        como        la        Confederación        Europea        de        ONGs        CONCORD,       
manifiestan        su        voluntad        para        que        esta        asociación        se        refleje        en        una        relación        más       
justa,        equilibrada,        eficiente        y        constructiva,        teniendo        como        base        la       
complementariedad        y        la        solidaridad        entre        las        dos        regiones.        “Por        nuestra        parte,       
reafirmamos       la       importancia       de       contar       con       un       diálogo       social       constructivo,       inclusivo       y       
diverso        para        lograr        los        compromisos        descritos        en        la        declaración        oficial        de        la       
Cumbre”.       
       
Desde        Bruselas,        las        redes        firmantes,        recuerdan        la        importancia        de        la        adopción        de       
políticas        comerciales        que        contribuyan        a        garantizar        el        desarrollo        sostenible        y        la       
generación        de        empleo        en        ambas        regiones,        basándose        en        la        cooperación        y        la       
complementariedad,        en        la        solidaridad        y        el        combate        contra        las        desigualdades        y        la       
pobreza.              Los       acuerdos       comerciales       recientemente       ratificados       con       Colombia,       Perú       y       
Centro        América        han        despertado        una        profunda        preocupación        en        la        sociedad        civil       
debido        a        la        asimetría        de        las        dos        regiones        y        la        prevalencia        de        los        intereses       
económicos        sobre        la        garantía        de        los        derechos        humanos        y        socioambientales,       
debilitando,       en       lugar       de       fortalecer,       los       procesos       internos       de       integración       subregional.              
       
Así       como       se       declaró       en              el       VI       Foro       Eurolatinoamericano       Caribeño       de       la       Sociedad       Civil,       
celebrado       el       pasado       mes       de       septiembre       en       Santiago,       las       redes       en       Bruselas,       hacen       de       
nuevo        un        llamado        para        que        haya        un        cambio        de        rumbo        hacia        una        integración       
equitativa        de        los        pueblos,        y        que        se        instaure        una        arquitectura        financiera        mundial        que       
resguarde        los        derechos        de        los        ciudadanos.        En        este        sentido,        tanto        los        flujos       
comerciales       como       financieros,       uno       de       los       temas       principales       tratados       en       la       I       Cumbre       
CELAC       UE       –       América       Latina,       “deben       respetar       las       leyes       internacionales,       en       particular       
en        lo        relacionado        a        impuestos,        transparencia,        protección        del        medio        ambiente,       
seguridad       social       y       trabajo       decente”.       
       
De        igual        manera,        las        redes        expresan        enérgicamente        su        preocupación        por        el       
establecimiento        en        Hamburgo        de        la        Fundación        UE-­‐LAC,        que        ha        comenzado        a       
funcionar       sin       la       debida       legitimidad,       consulta       y       participación       de       la       sociedad       civil.       Con       
igual        preocupación,        acogen        la        poca        transparencia        en        el        funcionamiento        del       
Mecanismo        de        Inversión        para        América        Latina        (MIAL),                su        falta        de        control        de       
rendición       de       cuentas       a       la       sociedad       civil,       y       que       los       objetivos       de       desarrollo       sostenible       y       
de       reducción       de       la       pobreza       que       persigue       este       mecanismo,       se       vean       eclipsados       por       los       
intereses       geopolíticos       y       empresariales       de       la       UE.       
       
Las        ONGs        europeas        y        latinoamericanas        que        trabajan        desde        Bruselas        por        la        defensa       
integral       de       los       derechos,              han       acogido              con       satisfacción       la       creación       de       un       diálogo       bi-­‐
regional        sobre        cuestiones        de        género        que        será        lanzado        por        un        órgano        de        alto        nivel       
dedicado       a       este       asunto,       y       están       convencidas       de       que       la       inclusión       de       esta       perspectiva       
en        la        asociación        bi-­‐regional        fortalecerá        la        igualdad        de        género,        la        democracia,        y       
fomentará        sociedades        más        justas        e        igualitarias.        “Es        imprescindible        abrir        dentro        de       
este                diálogo        bi-­‐regional        un        espacio        dedicado        a        la        erradicación        de        la        violencia        contra     
la        mujer        en        general        y        el        feminicidio/femicidio        en        particular”,        han        asegurado        las       
organizaciones.       
       
Otro        de        los        avances        alcanzados        en        la        Cumbre,        ha        sido        el        reconocimiento        en        la       
declaración       oficial,       de       los       derechos       de       la       Naturaleza       en       el       contexto       de       la       promoción       
del        desarrollo        sostenible.        “Estamos        convencidos        de        que        para        lograr        un        justo       
equilibrio        entre        las        necesidades        económicas,        sociales        y        ambientales        de        las       
generaciones        presentes        y        futuras,        es        necesario        promover        la        armonía        con        la       
Naturaleza”.       
       
Para        terminar,        las        organizaciones        firmantes        consideran        que        ahora,        más        que        nunca,       
que        por        primera        vez        América        Latina        y        el        Caribe        han        establecido        este        diálogo        bi-­‐
regional       del       más       alto       nivel       en       el       marco       de       la       CELAC,       la       voz       de       los       pueblos                                                                                                                                                   debe       ser       tomada       en       cuenta       de       forma       pronta       y       activa,       ya       que       constituye       una       garantía       básica       
de        legitimidad        social        y        gobernabilidad        democrática        a        la        hora        de        enfrentar        con       
determinación        los        retos        que        enfrentan        los        dos        continentes.        En        este        sentido,        felicitan       
a       las       más       de       400       organizaciones       de       la       Unión       Europa       y       de       América       Latina       y       el       Caribe   
que       participaron       este       fin       de       semana,       en       la       Cumbre       de       los       Pueblos,       un       componente       
crucial        e        integral        de        cualquier        democracia,        y        desde        donde        se        monitorearán        las       
conclusiones       que       se       desprenden       del       encuentro       de       jefes       de       Estado       y       de       gobierno       de       
las       dos       regiones       que       se       dieron       cita       en       la       capital       chilena.
