Nosotros, obispos católicos de todos los continentes, nos reunimos en Lima con motivo de la realización de la COP20, para unirnos a los esfuerzos de los líderes mundiales en su labor hacia  Paris 2015, donde debe firmarse un acuerdo justo  y legalmente vinculante sobre el clima.

En fidelidad a la opción evangélica por los pobres, trabajamos muy cercanamente con las comunidades más vulnerables y excluidas y no podemos estar ajenos a los problemas del clima que les están afectando.

Nuestro mensaje a los líderes mundiales y a todas las personas de buena voluntad se basa en la experiencia y sufrimiento de las comunidades pobres.

La Humanidad en el  planeta Tierra está llamada a vivir en equidad, justicia, dignidad, paz y armonía, en medio del orden de la creación. La humanidad está llamada a tratar respetuosamente el orden de la creación que tiene un valor en sí misma.  Nosotros, obispos católicos, reconocemos a la atmosfera, los bosques tropicales, los océanos y las tierras agrícolas como bienes comunes que requieren nuestro cuidado.

El cambio climático y la justicia climática hoy en día.

Reconocemos que se ha hecho mucho bien en la tierra debido a la correcta y responsable inteligencia, tecnología e industria de la humanidad, bajo el cuidado amoroso de Dios. Sin embargo, en las últimas décadas, muchas adversidades como el Cambio Climático están teniendo un efecto devastador sobre la misma naturaleza, con sus efectos en la seguridad alimentaria, la salud y la migración que impactan en un gran número de personas que sufren.

Presentamos una respuesta a lo que consideramos un llamado de Dios para actuar frente a la urgente y dañina situación producida por el proceso de calentamiento global. La responsabilidad por esta situación está en el sistema económico global dominante que es una creación humana. Se puede ver con objetividad los efectos destructivos de un orden financiero y económico basado en la primacía del mercado y del lucro, y que no coloca al ser humano y el bien común en el corazón de la economía; se tiene que reconocer las fallas del sistema y la necesidad de un nuevo orden financiero y económico. “Os exhorto a la solidaridad desinteresada y a una vuelta de la economía y las finanzas a una ética en favor del ser humano”. E.G. 58.

Notamos con gratitud que en nuestros tiempos, los Estados, las religiones, grupos de la sociedad civil e individuos a todos los niveles, reconocen cada vez más a la naturaleza como buena y expresan sus preocupaciones éticas al respecto. Por eso, esperamos una profunda discusión en la COP20 en Lima que asegure decisiones concretas en la COP21 que enfrenten el desafío climático y nos ubiquen en nuevos caminos de sostenibilidad.

Reconocemos que en coherencia con los principios  realmente democráticos, los pobres y las naciones pobres, que son muchos y son los más afectados por las adversidades del cambio climático, son también agentes en el desarrollo de las naciones y de la vida humana en la tierra. También nos dan una voz de esperanza en nuestros tiempos en que tenemos que enfrentar crisis tales como el mencionado cambio climático. Deseamos que su participación adecuada, significativa y activa, anime a los tomadores de decisiones a desarrollar sistemas más variados, con enfoques modernos técnico –industriales.

Nosotros como obispos llamamos a todos los participantes a:

1. Tomar en cuenta no sólo lo técnico, sino muy especialmente las dimensiones  ético-morales del cambio climático, como está indicado en el artículo 3 de la Convención Marco de la Naciones Unidas sobre Cambio Climático. (CMNUCC). / (Equidad, comunes pero diferenciadas responsabilidades y sus respectivas capacidades, medidas de precaución, derecho al desarrollo sostenible).

2. Adoptar un Acuerdo justo y legalmente vinculante, basado en los derechos humanos universales, en Paris en 2015.

3. Hacer los esfuerzos por que el aumento de la temperatura sea menor de 1.5. grados Celsius, para proteger a las comunidades que sufren ya de los impactos del cambio climático, tal como es el caso de las comunidades de las islas del Pacífico y de las regiones de costa.

4. Construir nuevos modelos de desarrollo y estilos de vida que sean compatibles con el clima y puedan sacar a la gente de la pobreza.  Un punto central para esto es poner fin a la era de los combustibles fósiles, eliminando gradualmente emisiones de dichos combustibles fósiles y dando paso a fuentes de energía 100% renovables, con acceso a todos a una energía sostenible.

5. Asegurar que el Acuerdo de 2015 tenga un enfoque de adaptación que responda suficientemente a las necesidades inmediatas de las comunidades vulnerables y se construya sobre alternativas locales. Se debe asegurar que el 50% de los fondos públicos sean usados para responder a las necesidades de adaptación.

6. Reconocer que las necesidades de adaptación son contingentes en los avances de las medidas de mitigación. Los responsables del cambio climático tienen la responsabilidad de asistir a los más vulnerables para adaptar y gestionar las pérdidas y daños, y compartir la tecnología y conocimientos necesarios.

7. Adaptar hojas de ruta claras sobre cómo los países van a cumplir con la financiación previsible y adicional y establecer metodologías para una rendición de cuentas transparentes.

Nosotros, obispos católicos, creemos que la Creación es un ofrecimiento de vida  y un regalo para compartir el uno con el otro y que todos tienen la necesidad del “pan de cada día” que provea una seguridad alimentaria sostenible y nutrición para todos.

Nosotros, obispos católicos, nos comprometemos a desarrollar el sentido de gratuidad (cfr. Caritas in Veritate) para contribuir a un estilo de vida que nos libere del deseo de apropiación y nos permita ser respetuosos de la dignidad de la persona, en armonía con la Creación.

Nosotros, obispos, queremos acompañar el proceso político y buscar el diálogo para traer las voces de los pobres a la mesa de los tomadores de decisión.

Estamos convencidos que todo el mundo tiene la capacidad de contribuir a mitigar el cambio climático y elegir estilos de vida sostenibles.

Nosotros, obispos, hacemos un llamado a todos los católicos y gente de buena voluntad, a involucrarse en el camino a Paris como un punto de partida para una nueva vida en armonía con la creación y los limites planetarios.
