Nosotros y nosotras, parlamentarios,  intelectuales, y luchadores sociales, provenientes de América Latina y El Caribe y de Europa, reunidos en la ciudad de Bruselas, Bélgica, el 10 de junio de 2015, en la Cumbre de los Pueblos paralela a Cumbre CELAC-UE, proclamamos:

El rechazo a la ofensiva del capital, en la llamada Doctrina Obama, que enmarca las nuevas reacciones del imperialismo a través de una geopolítica del miedo, que amenaza en términos políticos, económicos y  sociales a todo el mundo y particularmente a los pueblos y fuerzas insurgentes de Nuestra América y  Europa, sacrificados a la lógica de los ajustes neoliberales, ejemplificado en el proceso de Grecia, a quién expresamos nuestra solidaridad por su resistencia a los ajustes, como han sido afrontados por las sociedades de América Latina.

Condenamos la tergiversación y la manipulación de los poderes mediáticos sobre los procesos de cambio en América Latina y las luchas de las fuerzas progresistas en Europa.

Denunciamos la agresión imperial desarrollada en forma ininterrumpida desde hace quince años, a través de una feroz campaña, de parte de la prensa al servicio de la reacción internacional contra Venezuela, que ha sido sometida a una guerra económica sin cuartel, por medio, del acaparamiento,  de los sobreprecios y precios de transferencia aplicados por las trasnacionales, los incidentes violentos que generaron 43 muertos y centenares de heridos, entre los meses de febrero y abril de 2014,  buscando socavar la credibilidad y el papel histórico que juega la patria de Bolívar.

Rechazamos enérgicamente una intervención militar foránea o un golpe de Estado, estimulado y amparado por la extrema derecha nacional e internacional, y la incomprensión y la complicidad de sectores de la  socialdemocracia, tal como ya lo hicieron en Honduras en 2009, o los intentos contra Ecuador, Paraguay y Bolivia, entre otras.

Afirmamos y nos congratulamos por el amplio avance que en materia de cumplimiento de los derechos humanos ha alcanzado Venezuela en los últimos 16 años. Nos negamos a la politización del tema por parte de sectores interesados de la prensa  y actores internacionales y nacionales, que buscan promover la impunidad para los responsables intelectuales y materiales de los hechos de violencia generada en Venezuela en los años 2013-2014. Nos solidarizamos con la campaña reivindicativa de justicia y derecho que adelanta el Comité de Víctimas de la Guarimba y el Golpe continuado. Repudiamos la injerencia de expresidentes, instituciones y organismos de derechos humanos que buscan la invisibilización de las víctimas y sus familiares.

Convocamos a los movimientos sociales y organizaciones europeas, para que actúen junto a América Latina a través de una plataforma común sobre el rescate de los principios de emancipación, de solidaridad e independencia, y la alianza entre los pueblos, que trascienda el accionar de esta Cumbre, concentrada básicamente en los temas económicos, para exigir:

1) El respeto de la soberanía de los pueblos y la legitimidad de la CELAC y sus instituciones, así como la defensa de América Latina y El Caribe como zona de paz;  2) la derogación del Decreto de Obama contra Venezuela;  3) el levantamiento del criminal bloqueo contra Cuba, la devolución del territorio ocupado ilegalmente  por la base militar de Guantánamo, la justa indemnización al pueblo cubano por los daños ocasionados durante más de cinco (5) décadas y  la eliminación de la “Posición común” de la Unión Europea hacia Cuba;  4) el reconocimiento de los derechos argentinos sobre Las Malvinas, la desocupación militar de Haití y el llamado inmediato a elecciones democráticas, y la independencia y autodeterminación de Puerto Rico y la liberación de Oscar López Rivera;  5) el derecho a la salida al mar de Bolivia;  6) el respeto de Chevron a la soberanía de Ecuador y que asuma la responsabilidad por el ecocidio que causó en la Amazonía, y la no intromisión de Exxon en los mecanismos de resolución de diferencias entre Guyana y Venezuela;  7) el fin de las políticas migratorias de los EEUU, que provocan miles de víctimas, mayormente Latinoamericanos, así como la violación de los derechos humanos cometidos contra los afrodescendientes en EEUU;  y 8) el total esclarecimiento de la desaparición de los 43 de Ayotzinapa y nos solidarizamos con el reclamo de justicia de sus familias y del pueblo mexicano.

Denunciamos que la Unión Europea  y muchos gobiernos latinoamericanos están participando en negociaciones secretas de acuerdos comerciales plurilaterales de nueva generación impulsados por los Estados Unidos y sus aliados, tales como: la Asociación Transatlántica de Comercio e Inversiones (TTIP), el Acuerdo de Asociación Transpacífico (TPP) y el Acuerdo sobre el Comercio de Servicios (TISA). Dichos tratados son instrumentos del proceso de expansión y acumulación capitalista y buscan perpetuar y tornar irreversibles los “derechos” otorgados a la Inversión Extranjera Directa, las privatizaciones, desmonopolizaciones y desregulaciones  para asegurar y conseguir un mayor control y extracción de ganancias de las economías nacionales y la economía  mundial. Con ese fin plantean un conjunto de cambios  institucionales que son antidemocráticos y atentan contra la soberanía de nuestros países.

Actualmente los Tratados Bilaterales de Inversión y de Libre Comercio, junto con los Tribunales de Resolución de Controversias, son creados y utilizados por las empresas trasnacionales para explotar las riquezas de Nuestra América y debilitar a los Estados nacionales que llevan adelante procesos de cambio. Saludamos y nos solidarizamos con las denuncias de esos Tratados realizados por Bolivia, Ecuador y Venezuela, y respaldamos la creación de un instrumento vinculante para regular y sancionar las acciones de las Trasnacionales, como ha sido propuesto en Naciones Unidas.

Asimismo, nos solidarizamos con las luchas de los pueblos europeos afectados por las políticas de austeridad impuestas por la Troika (Comisión Europea, Fondo Monetario Internacional y Banco Central Europeo). Denunciamos que las políticas de austeridad impulsadas, incrementarán las desigualdades sociales, el desempleo, la pobreza, el empleo precario y la explotación laboral.

Responsabilizamos a la OTAN por sus políticas de agresión y a la UE por sus políticas migratorias y xenófobas, que han causado la tragedia humana en el Mediterráneo, África y Medio Oriente, con la pérdida de vidas humanas por el éxodo migratorio, por el apoyo a los grupos terroristas fundamentalistas y por la amenaza del  imperialismo a la paz en la zona, con efectos terribles en una potencial guerra que se extienda por toda la región a partir del conflicto en Ucrania.

Condenamos toda manifestación de racismo y hacemos nuestras las reivindicaciones de los pueblos originarios y afrodescendientes.

Exhortamos a los gobiernos, movimientos sociales, intelectuales, artistas, cultores y cultoras, a erradicar el feminicidio y el heteropatriarcado asesino. Promovamos la soberanía de los cuerpos, el derecho a decidir sobre ellos y a reconocer las disidencias sexuales y de género.

Apoyamos las conversaciones de Paz llevadas a cabo entre el Gobierno de la República de Colombia y las FARC- EP.

Rescatamos la trascendencia y el papel histórico del pensamiento geopolítico de Simón Bolívar, en el año Bicentenario de la Carta de Jamaica, pues las tareas de la integración y unidad americana que señalaba en 1815, tienen total vigencia en la actual coyuntura geopolítica de agresiones del Imperialismo.

Valoramos los esfuerzos realizados a través de la Red de Intelectuales, Artistas y Luchadores Sociales en Defensa de la Humanidad, en forma ininterrumpida desde hace más de once años, y llamamos a fortalecer este instrumento fundamental que impulsaron los Comandantes Hugo Chávez y Fidel Castro, en función de la defensa del pensamiento crítico y emancipatorio, para contrarrestar la hegemonía del capital.
