El Estado Plurinacional de Bolivia ha entablado una demanda ante la Corte Internacional de Justicia, en La Haya, para que dicha Corte declare que “Chile tiene la obligación de negociar con Bolivia para otorgarle un acceso soberano al Océano Pacífico”.  Agrega la demanda que “Chile ha violado esa obligación” y que, por tanto, Chile “debe llevar a cabo esa obligación de buena fe, formal y prontamente, dentro de un tiempo razonable y de manera efectiva, para otorgar a Bolivia un acceso totalmente soberano al Océano Pacífico”.

En Chile, la reacción generalizada ha sido de desconocimiento de la especificidad de la demanda boliviana, expresado a través de manifestaciones de patrioterismo que linda en la histeria, haciéndose comunes afirmaciones tales como que “no hay nada que discutir”, en base a la supuesta legitimidad que habría otorgado “el derecho de conquista”, el cual sería irrenunciable y obligaría a la uniformidad de criterios de todos los chilenos como herederos de la “sangra derramada”.

Es así como “El Mercurio”(1-4-18), desde su señorial altura  ha “determinado” que “nadie con sentido patriótico se ha restado a la defensa de Chile”.  (…)  “Las voces disidentes a favor de Bolivia han sido rechazadas con indignación por los ciudadanos”.

Por su parte, el ministro de Defensa ha advertido que “nuestras fronteras son vulnerables y vamos a ser rigurosos en fortalecerlas”, puesto  que “las FFAA chilenas tienen vocación de paz y capacidad estratégica para garantizarla”.

Sin tomar en cuenta las veladas amenazas, el 23 de marzo el pueblo boliviano ha recordado el Día del Mar.  Esto, porque el 23 de marzo de 1879 un grupo de bolivianos se organizó para detener el avance de las fuerzas invasoras chilenas.  Es en este punto     en el que surge la interrogante acerca de la representatividad del pueblo chileno en esa acción bélica, dado que en verdad fueron intereses expansionistas y colonialistas impulsados por empresas extranjeras las que enfrentaron a nuestros pobres donde miles y miles de hombres del pueblo murieron, todos víctimas del horror de la violencia bélica y la codicia de la empresas.  Ha sido la ambición de la oligarquía chilena y los capitales ingleses los que llevaron al enfrentamiento a tres países hermanos.

Fue en el discurso conmemorativo del Día del Mar de 2014 cuando el Presidente   Evo Morales señaló que en 1825, el Estado colonial de Charcas se convirtió en la República de Bolivia.  Y agregó que “desde la creación de la República hasta 1840 la codicia de las empresas extranjeras no se había manifestado.  Esto cambió cuando se descubrieron los ricos depósitos de guano y salitre en las costas del litoral boliviano”.  Y agregó Morales que “todas las guerras son gestadas por grupos de poder y utilizan a los pobres de sus países para conducirlos al matadero”.  Y en la misma ocasión, con la sabiduría propia de su  origen,  Morales dijo que “los pueblos no se invaden.  Son los grupos de poder guiados por intereses económicos los que han hecho y hacen hoy en día la guerra”.

No es posible la continuación de actitudes pueriles y de amenazas belicistas que sólo favorecen a los intereses de los grupos económicos, a los traficantes de armas y a los jefes de las FFAA que, en Chile, hacen usufructo de los elevados presupuestos estatales y de los “fondos reservados” que los destinan a usos particulares.

Es justo recordar que la “sangre derramada” por los victoriosos soldados del pueblo chileno durante la Guerra del Salitre incidió en el lujo ostentoso de la oligarquía chilena y no significó un cambio en las deplorables condiciones de vida de los pobres de las ciudades y de los campos de aquel tiempo ni tampoco de los períodos posteriores.

Un mínimo grado de racionalidad indica que la demanda boliviana por una salida soberana al mar es técnica, política y éticamente viable y el Estado de Chile debe acceder al diálogo para dar solución a este centenario conflicto.

Los distintos gobiernos chilenos han mostrado una actitud soberbia y torpe frente a los demás países de América Latina, lo que ha aislado al país y esta situación también aparece contradictoria con la entusiasta política económica de apertura a los mercados y las granjerías otorgadas a las empresas multinacionales.

Es nuestro deber pensar en América Latina en forma global para así negar la ingerencia de las grandes potencias que atizan enemistades en las naciones pobres para imponer sus perspectivas belicistas y de explotación económica

En el actual contexto complejo, el nacionalismo exacerbado es una actitud nociva.  La paz no es pasividad ni conformismo, sino “el resultado de un continuo esfuerzo de adaptación a las nuevas circunstancias, a las exigencias y desafíos de una historia cambiante.  Una paz estática y aparente puede obtenerse en el empleo de la fuerza; una paz auténtica implica lucha, capacidad inventiva, conquista permanente”.  (IIª Conferencia General del Episcopado Latinoamericano, Medellín, 1968, Nº 14).

El canciller chileno ha enfatizado que “Chile no está dispuesto ni aceptará ceder un centímetro cuadrado de su territorio”.  Ha olvidado el canciller que la soberanía de una nación no es sólo territorial, por lo que es pertinente preguntar a las autoridades del país y a quienes hacen alarde de patriotismo en relación a si el pueblo chileno ejerce soberanía sobre el cobre y otros minerales, así como sobre el agua, los servicios básicos, la flora y fauna marinas, la previsión, la salud, la educación, los medios de comunicación de masas, la distribución de alimentos, la producción industrial y en particular el mar y los 57 puertos también privatizados, lo que ha dejado a los  pescadores artesanales  en “proceso de extinción”, etc…, etc…, etc…

Lo planteado es la búsqueda de tiempos de paz, sin injusticias, ni desigualdades económicas y sociales, ni discriminaciones, ni exclusiones.  Es coincidente con el discurso de Evo Morales: se trata de reconocer que hoy “son tiempos de pueblos y no de imperios. Son tiempos en los que no se admiten decisiones de los centros imperiales para obtener ventajas de nuestros recursos naturales y menos para enfrentar a pueblos hermanos, a pueblos vecinos”.   Porque la tierra y el mar son de los pueblos, esto es, de la inmensa humanidad que vive del fruto de su trabajo y no de la explotación ejercida sobre los más débiles.  La Madre Tierra no marcó fronteras para los pueblos hermanos, sino que “los territorios originarios se alteraron por la colonia, la república, la dictadura.  Tampoco lo hizo para millones de hermanos chilenos, peruanos y bolivianos que viven, transitan y trabajan en una zona generosa con  su riqueza.  La Madre Tierra siempre ha tenido salida al mar y ella emerge del mar”.
