Mensaje de la Iglesia de la diócesis de Tánger: "Sobre migraciones y fronteras del sur de Europa"

En tiempo de Adviento para ella, cercano el Día Internacional de los Derechos Humanos, la Iglesia de la Diócesis de Tánger, con la fuerza de la fe, la esperanza y el amor de sus hijos, pide que esos derechos, que han sido reconocidos como universales y que han de ser respetados con todos, “sin distinción alguna de raza, color, sexo, idioma, religión, opinión política o de cualquier otra índole, origen nacional o social, posición económica, nacimiento o cualquier otra condición”, sean respetados de modo escrupuloso y discriminatoriamente positivo con quienes, por hallarse en situación de mayor vulnerabilidad, necesitan mayor protección.

Esta comunidad eclesial es testigo asombrado y apenado de que, en las fronteras del sur de Europa, son vulnerados no pocos de los artículos incluidos en la Declaración Universal de los Derechos Humanos. Nadie puede considerar respetuoso con la dignidad de las personas y con “su derecho a salir de cualquier país, incluido el propio”, el que, en veinte años, las fronteras se hayan cobrado la vida de más de 20.000 jóvenes.

Las medidas adoptadas hasta ahora por los Gobiernos de los países europeos para el control de las fronteras del sur, han sido y son un fracaso político y humano, pues dejan a los emigrantes en una situación de abandono, y transforman en sarcasmo sus proclamados derechos “a la vida, a la libertad y a la seguridad”.

Desde la fe, con esperanza, y por la caridad que nos une a quienes padecen las consecuencias inhumanas de esas medidas, como Iglesia:

  1. Denunciamos el sistema Europeo de vigilancia de fronteras, Eurosur, cuyo “objetivo principal” es “prevenir la inmigración irregular, el crimen transfronterizo y las muertes en el mar”, o, como han expresado otros: “mejorar la detección, prevención y lucha contra la inmigración irregular y la delincuencia organizada”. Lo denunciamos porque:

    1. Asocia inmigración y crimen, inmigración y delincuencia, lo que evidencia un inaceptable juicio negativo sobre los emigrantes y favorece el desarrollo de sentimientos xenófobos en la sociedad.

    2. Prevé la colaboración de las autoridades nacionales en un intercambio de información que puede lesionar los derechos de los emigrantes a la protección de sus datos personales.

    3. Privilegia objetivos de control y represión, que harán fácil y legítima la violación de los derechos de los emigrantes, incluido el derecho a la vida. Evidencia de esto son los 3.530 millones de euros que “los países miembros de la Unión Europea van a recibir, entre 2014 y 2020, para reforzar sus fronteras exteriores”. Es escandaloso que las fronteras y su seguridad sean más importantes que las personas y sus derechos.

  1. Denunciamos el doble lenguaje de quienes deciden las políticas de fronteras. Puestos ellos también, después de Lampedusa y sus muertos, ante la evidencia de centenares de víctimas de la miseria humana y de leyes que la agravan, se apresuraron a manifestar sentimientos de pesar y voluntad de evitar en el futuro tragedias semejantes, voluntad que se ha concretado en la creación del sistema EUROSUR. Es decir, que a la necesidad y esperanzas de los emigrantes, se responde una vez más con medidas sobre todo represivas, que los empujarán a asumir en sus caminos cada vez mayores riesgos, incluido el riesgo siempre más alto de perder la vida. 

  1. Denunciamos la presencia de concertinas con cuchillas en las vallas de Ceuta y Melilla. Estos elementos de control de fronteras representan un atentado a la integridad física de los emigrantes: esas cuchillas cortan, lesionan, mutilan, y no son coherentes con el deber que todos tenemos de respetar los derechos de hombres, mujeres y niños de África en su camino hacia los países de Europa.

  1. Denunciamos la obsesión por la seguridad de unos a costa de la salud de otros, puede que a costa de sus vidas. Se entiende que un Gobierno ha de garantizar con medios apropiados la seguridad de los ciudadanos en el territorio de la nación. Pero esos medios dejan de ser apropiados, su legitimidad se desvanece, cuando usarlos significa privar a otros del derecho fundamental a la salud, al bienestar, a la alimentación, al vestido, a la vivienda, a la asistencia médica, a los servicios sociales necesarios. Las condiciones de vida en los países de origen y las leyes de protección de fronteras en Europa empujan a hombres, mujeres y niños de África a un infierno interminable de soledad y clandestinidad por los caminos de la emigración. Denunciamos que se oculten sus sufrimientos; denunciamos que, bajo pretexto de seguridad, se destinen cantidades ingentes de dinero a multiplicar esos sufrimientos, a hacer más difícil la situación de esa humanidad extenuada, a hacer que esos empobrecidos sean más prójimos de la muerte que de nosotros; denunciamos que a los emigrantes, a quienes nosotros mismos hemos hecho irregulares, se les obligue a la marginalidad en los países de tránsito, se les persiga como delincuentes, y se les empuje a la muerte.

  1. Denunciamos la supeditación de las personas a intereses económicos. A nadie se le oculta que el criterio principal, por no decir único, para regular la entrada de emigrantes en un país, es el del beneficio económico que le pueden reportar. Esa supeditación de lo humano a lo económico deja sin protección derechos fundamentales de las personas, como son: el derecho a la vida, a la libertad, a la seguridad; el derecho a que nadie se vea sometido a esclavitud; el derecho a que nadie sea víctima de trata; el derecho a que nadie sea tratado de forma cruel, inhumana o degradante. Y denunciamos que, por intereses económicos, esos derechos universales sean derechos no vigentes en los caminos de los emigrantes.

Ni las medidas adoptadas hasta ahora por las autoridades europeas y españolas para el control de fronteras, ni otras más costosas que se puedan adoptar, impedirán que a esas fronteras sigan llegando pobres en busca de futuro: No hay cuchillas que frenen el ansia de vivir, no hay cuchillas que puedan intimidar más que el hambre y la miseria, nada pueden perder quienes nada tienen. De ello son testimonio hombres, mujeres y niños que entre nosotros, a los ojos de este Iglesia que peregrina en Marruecos, esperan una oportunidad. Gastar dinero en destruir esperanzas es la peor de las inversiones.

Pero no se trata sólo de una mala inversión, es también una terrible irresponsabilidad, pues en las fronteras se multiplican sufrimientos y muertes. “¿Quien es el responsable de la sangre de estos hermanos y hermanas? Ninguno. Todos respondemos: yo no he sido, yo no tengo nada que ver, serán otros, pero yo no. Hoy nadie se siente responsable de éstos, hemos perdido el sentido de la responsabilidad fraterna, hemos caído en el comportamiento hipócrita" (Palabras del Papa Francisco en Lampedusa).

Por sentido de responsabilidad, por amor a la justicia, por respeto a nuestros hermanos emigrantes, pedimos a quienes tienen autoridad para hacerlo, que, en el ejercicio de esa autoridad, dispongan la retirada inmediata de las concertinas instaladas en las vallas de Ceuta y Melilla, por tratarse de instrumentos que violan derechos fundamentales de las personas y en nada favorecen el deseado desarrollo moral, cultural y económico de la sociedad española y de la Unión Europea. Las cuchillas sólo causan dolor y muerte.
